SPECIFICATION MANAGER
INFRASTRUCTURE & UNDERGROUND CONSTRUCTION (UGC)
Location: Romania | National Coverage
We are recruiting a highly skilled and technically credible Specification Manager to strengthen the market positioning of advanced construction materials used in infrastructure and underground construction projects across Romania.
The role is central to influencing specifications, supporting engineering decisions, and ensuring that high-performance solutions for repair, waterproofing, injection, mortars, shotcrete, and UGC systems are integrated from the earliest phases of major projects.
This position requires a rare combination of deep technical knowledge, strong stakeholder influence, and the ability to work across the full lifecycle of complex infrastructure works — from concept and design to tendering and execution.
ROLE PURPOSE
The Specification Manager will play a critical role in promoting and specifying technical solutions for large-scale infrastructure and underground construction projects such as bridges, tunnels, metros, highways, hydrotechnical structures, and industrial foundations.
You will collaborate closely with engineering design houses, consultants, general contractors, and specialists in structural repair, waterproofing, and geotechnical works. Your work will directly impact the adoption of high-performance solutions in feasibility studies (SF), technical design (PT), execution details (DDE), tender documentation, and site instructions.
This role requires strong technical authority, an ability to build credibility with senior engineers, and the discipline to manage a wide project pipeline across Romania.
Regular travel to design offices, project owners, and construction sites is required.
KEY CHALLENGES & REQUIREMENTS
Technical Influence in Complex Infrastructure Projects
The role requires a deep understanding of infrastructure and underground construction systems — including mortars, repair materials, waterproofing, injection, grouting, anchoring, and shotcrete — and the ability to translate this expertise into compelling technical specifications for major projects (bridges, tunnels, metros, hydrotechnical structures, foundations).
Requirement: Solid engineering background (civil, structural, geotechnical, or materials science) with proven experience in infrastructure or UGC.
Norms, Standards & Compliance Mastery
You must operate confidently within relevant Romanian and European standards, ensuring solutions comply fully with project specifications, verification processes, and execution constraints.
Requirement: Strong knowledge of SF/PT/DDE processes, technical norms, and conformity documentation.
Stakeholder Ecosystem Leadership
Success requires building credibility with engineering design houses, verifiers, consultants, general contractors, and project owners — influencing decisions through authority, clarity, and technical value.
Requirement: Demonstrated ability to work with multi-level stakeholders in technical roles, ideally with exposure to tendering, design reviews, or technical approvals.
Project Pipeline Development & Prioritisation
The role involves identifying and monitoring national infrastructure projects, engaging early in design, and ensuring continuity of specified solutions through tender and execution phases.
Requirement: Strong organisational discipline, the ability to manage a wide project pipeline, and autonomous decision-making.
Technical Promotion & Solution Optimization
You will prepare and defend technical proposals, alternative solutions, method statements, and BoQ adjustments — often in competitive environments involving established specifications.
Requirement: Advanced analytical and problem-solving skills with the capacity to articulate technical and cost-performance arguments.
On-Site Credibility & Execution Awareness
Direct engagement with contractors is essential to validate feasibility, support application methods, and troubleshoot deviations from the designed solution.
Requirement: Practical understanding of execution constraints, site behaviour of materials, and real-world implementation.
Communication & Training Excellence
You must deliver high-quality technical presentations and training sessions to engineering offices, contractors, and internal teams.
Requirement: Strong communication skills, confidence in front of technical audiences, and the ability to adapt messaging depending on stakeholder type.
CANDIDATE PROFILE
Education
- Bachelor’s or Master’s degree in Civil Engineering, Construction Engineering, Materials Engineering, Geotechnics, or related technical field.
- Additional qualifications in underground construction or structural rehabilitation are an advantage.
Professional Experience
- 5–10+ years of technical experience in:
- Construction materials (mortars, concrete, waterproofing, repair systems)
- Infrastructure or underground construction projects
- Technical sales, project specification, or engineering consultancy
- Experience working with design institutes, engineering companies, and public sector contracting authorities.
- Prior experience with similar companies is a strong advantage.
