Our client is an international automotive products manufacturer, with the passion to create products that enable safe driving in demanding conditions since its founding in 1988. They decided to invest in a new greenfield factory in Oradea, an important regional and European hub of many transport routes. The total investment is estimated to be approximately EUR 650 million, which is among the most valuable investments in Romania in the recent years.
THE ROLE
We are searching for a HSE professional to manage the Oradea Plant EHS program as well as work with all departments to develop and enhance a culture of consistent safe behaviors.
He / she will also be responsible for ensuring compliance with all environmental regulations for the entire facility. In addition, the HSE Manager must observe, track, and complete activities with employees, to reduce and eliminate work related injuries and accidents to support the company’s safety, environmental and sustainability goals.
One main goal is to ensure wastes are managed in accordance with Corporate environmental protection policies (No Waste In Landfills). He / she must maintain comprehensive filing system for documents pertaining to compliance with local legislation. In addition, this position will direct the new team member safety training programs.
The HSE Manager will report directly to Plant Manager and indirectly to the Head of Global Safety and Senior Manager Sustainability.
Responsibilities:
- Manage the plant’s overall Environmental and Safety strategies
- Facilitate Risk Assessment Process (FMEA, Health & Safety Risks, Chemical Safety, Environmental Aspects and Impacts) in order to mitigate risks
- Development, implementation, and monitoring of Environmental and Safety programs for Oradea plant
- Support plant’s emergency response team and maintain oversight of the Injury Prevention teams and other plant-based safety teams
- Provide management support to the employee-led, behavioral-based safety observations and feedback process and act as a resource to supervisors and managers on all environmental, health and safety issues
- Prepare and monitor the department’s budget
- Oversee the incident investigation process and maintain accident prevention activities in the plant
- Manages and directs site in achieving EHS targets & objectives, assign and support MESH (Management of Environment Safety & Health) element champions and facilitate their engagement in ownership of the MESH elements
- Create and maintain training matrices to ensure all training is defined and tracked to completion
- Work with plant leadership team to ensure that all key EHS operational controls are in place and that HS action items are resolved on a timely basis
- Lead and/or participate in the investigation of employee concerns, EHS Incidents, and Employee Observations/Near Misses, along with corrective action development, implementation and follow-up
- Foster an environment that supports an engaged safety and sustainability culture.
- Participate in industry organizations to stay current on technologies, process and regulations
- Maintain system to track necessary data for environmental reports, along with timely report submittal
- Tracks company, industry and regulatory activities to ensure that the plant is compliant with all Group, State and Local regulations and standards
- Ensures HS compliance and risk mitigation through risk assessments and implementation of strategies.
- Develops and provides training on programs, systems or EHS compliance
- Ensures that required regulatory permits are acquired, that reports are submitted to regulatory agencies and any site permit conditions (e.g., sampling, recordkeeping) are met
- Develop implementation strategies, implement, evaluate and/or certify effective implementation of ISO 45001, 14001, VPP.
- Develops and approves requests for Capital Expenditures (RCE’s), safety assessments, audit reports, etc.
THE CANDIDATE
The successful candidate will be an experienced Occupational Safety and Health, Environmental Manager with strong knowledge of health, safety and chemical regulations in intensive manufacturing environment and demonstrated ability to motivate teams for maximum results, drive change and successfully lead and implement change activities in high accountability culture and metrics driven environment, and:
- A relevant degree in Bachelor degree (Occupational Safety and Health, Environmental Management) and minimum 5 years’ related experience
- Experience with lean tools (only advantage)
- Project Management Experience
- Excellent communication and presentation skills are required
- CSP (Certified Safety Professional) and CIH (Certified Industrial Hygienist) preferred
- Proficient in Microsoft Office and CAD (only advantage)
- Excellent written and verbal communication skills
- Must be legally authorized to work in Romania
- Ability to execute on regulatory requirements
- Demonstrated ability to build positive working relationships with all levels of employees
- Significant experience with day to day application of laws and regulations (MESH,…)
- Knowledge of technical practices and programs used in the reduction of workplace hazards.
- Knowledge of worker safety and chemical regulations as they relate to manufacturing.
- Ability to design, develop and implement effective management systems (ISO 45001, 14001, VPP).
- Knowledge of procedures used to anticipate, recognize, evaluate and control physical, chemical, biological and ergonomic hazards.
- Ability to interact with government officials.
